Where do you first run into the 3 legendary dogs on FireRed?

I want to know because im pretty sure thats the next thing that goes on in the storyline.

After beating the Elite 4, one of the legendary beasts roams around Kanto. Which one depends on your starter.

Bulbasaur-Entei
Charmander-Suicune
Squirtle-Raikou

They have nothing to do with the story and they will just appear randomly like in other games.

You don't see all the Legendary Dogs in FR,the one you encounter depends on your starter,If you choose Squirtle you'll encounter Raikou,and if you choose Bulbasaur you'll encounter Entei,and if you choose Charmander you'll encounter Suicune.
you can find them roaming Kanto after you have defeated the elite four
