Can the following pokémon learn Lovely Kiss in GSC?

I read in some website that says they can. I can't seem to be able to breed that move to them D:

Snorlax

It can only be gotten by an event in the United States
from February 7 to 13, 2003 so you cannot get it anymore. :(

Nidoking

This pokémon can also only be gotten by an event in the United States
from February 1 to 14, 2002 so you cannot get it either. :(

Poliwrath

This Pokémon can also only get lovely Kiss by the same event

Through some New York City Pokemon Event, yes these Pokemon are able to learn Lovely Kiss in GSC. Nidoking and Poliwrath have to get it from there earliest pre-evoloutions, however.

Nidoking, Poliwrath and Snorlax could not learn Lovely Kiss naturally in Generation II.

Although Nidoran ♂, Poliwag and Snorlax could learn it as an event exclusive move in Generation II in the New York Pokémon Centre (currently Nintendo World Store).

You would receive the Pokémon in an egg, then when they hatched they would be at Level 5 and have the move Lovely Kiss (since Pokémon that hatched from eggs in Generation II would be at Level 5 instead of Level 1.)
