Sorry but Serebii has Work Up as a "transfer only move" for Eevee. So to get an Eevee with Work Up in Pokémon X and Y, you would have to get an Eevee on Black, White, Black 2 or White 2, teach it Work Up by TM83 and then transfer it to Pokémon X and Y using Pokémon Bank.
Work Up lost it's place as a TM in Generation VI to Infestation. Since Work Up is no longer a TM in Gen VI it can't be passed down through breeding.
