Wooper with cloud-shaped antenna?

My friend was telling me that she saw Wooper in a game, but instead of the purple-thingies at the side of it's head, it had cloud-shaped thingies. I think she might have mistaken Wooper for another Pokémon, but who?

I think it is, they resemble each other, but if she is sure this is not quite it, it might be something like Mudkip or the Castform forms.

Lol now I don't know what she has seen, all of this is guesswork as the source says.
