If it is easier, list the Pokemons not available in oras if it makes it easier for you because I understand this question to answer May take some time and effort, and I really appreciate your time and effort to this question.
All Pokemon listed here are unobtainable in ORAS. Since the list very long, I figured a link would be more convenient.
