Alright, I want a Timid Zebstrika (or Blitzle technically) with HP Ice.
I have a Timid Blitzle who I can give an Everstone to, to breed with a Ditto, giving me a Timid Blitzle with no problem. What is the quickest and easiest way to get my Timid Blitzle HP Ice?

The easiest way is to get a Ditto with Hidden Power Ice. This means that you can give Blitzle the Everstone and Ditto the Destiny Knot. The Destiny Knot passes down five IVs from each parent, making it much, much easier and faster to get a Blitzle with HP Ice. For the best IVs, you will want your Ditto to have the following IVs:

31/30/30/31/31/31
