I know he's in the TV in the Old Chateau and I have already defeated the Elite Four. Does he only appear at night? If I need the Sinnoh Dex completed first, then how (he's the only one I'm missing)?
It only appears at nighttime. However, you are able to catch it before the Elite Four!
