Where is defog in pearl?

I mean the location of the hm and how to get to that location( I have already beaten the champion).

You get it from "a boy with green hair" in the Great Marsh in Pastoria City. It's in Area 6, one of the two areas immediately upon entering the marsh. I do not remember if you have to talk to him or if it is automatic, but one way or another he will give it to you.
