Because I was playing Soul Silver and, you know that trainer that wants a female Dragonair for her Dodrio? I traded it over at level 35 and got a Dodrio at level 35. Then my friend told me that he trained his Dragonair to level 70 and THEN traded and the Dodrio was level 70. So I asked my other friend for a level 1 Dragonair (He uses cheat systems) to trade with this NPC to see if it really depends on the level of the Pokémon. He got a level 1 Dodrio. Can someone tell me how or why this happened?

Prior to Generation V, every Pokémon has the same level as the Pokémon it was traded for, except in Pokémon XD: Gale of Darkness.
