Is there a reason why they didn't offer Lana's Popplio and Sophocles's Togedemaru in Pokémon Sun and Moon?

In the Sun and Moon Anime Distribution, they have this event from like from June 2017, Mallow's Steenee, Kiawe's Turtonator, and Lillie's Alolan Vulpix are the ones they offered in Sun and Moon but I'm very curious and I want to know why No Lana's Popplio nor Sophocles's Togedemaru being in the Mystery Gift.

Codes for Mallow's Steenee will be available from June 17 to 25, 2017; codes for Kiawe's Turtonator will be available from June 26 to July 4, 2017; and codes for Lillie's Alolan Vulpix (nicknamed Snowy) will be available from July 5 to 14, 2017. To obtain the code, players need to either purchase a Pokémon Sun or Moon game at the Æon store, or show the title screen of their Pokémon Sun or Moon game -Bulbapedia.
 Do anyone think he doesn't get turtonator and Togademaru because these poke weren't avaliable when he got stenee. If am right, I will answer it.

I think that is because they are not ¨rare¨ enough to get through gameplay, same story as Ash-Greninja, which you can only obtain by transferring it from the Sun & Moon Demo onto the full Sun or Moon game. It´s sort of like a special bonus for buying the game, because they give you a Pokémon which is hard to obtain by playing. Same story with the special Rockruff, which you could only get within a certain amount of weeks after the release of Ultra Sun/Ultra Moon.
