Who is the concept artist of the Black and White landscapes and backgrounds?

I want to know who did the backgrounds, landscapes, cityscapes of Black and White if anyone knows...

For example one of the images seen a lot before the game came out of Castelia City where you could see the pier and buildings.
I'm not sure if anybody knows this, but I don't know how to look this concept artist up.

Ken Sugimori did the 2-D designs and Takao Unno did the 3-D designs like the Sky arrow bridge. You can find it out in the credits after you beat the E-4 again.
