The previous answer is technically correct. There is not currently any of these specialized Pokemon outlets in Europe, and there has never been a permanent one.
But there's more to the story. Historically, there has been one...for a couple weeks in June 2014, one ran in Paris. The store featured an exhibition of illustrations from the Pokémon games, interactive events for fans, and merchandise brought overseas from the Japanese shops. Basically, they were importing them for a one time thing and selling them at the Hôtel de Villeroy.
