Why can't I access CopyCat's house?

Question

I've beaten the Team Rocket hideout in Celadon, and I've done the PokeTower, but there's still a Rocket Grunt in front of her house. I need to get there to get Mimic. How do I unlock her house as fast as possible? What do I need to do? I don't want to play through the whole game, basically.

Until you've driven the Rockets away by reclaiming the Silph Company building, you cannot enter the house in the upper-left corner of town, which is the Copycat's house.
