Yeah, Ho-Oh and Yveltal outclass it as a Defogger but the reason I wanna use it is because it threatens them both and it always lures in Primal Groudon / Zygarde, something I can exploit.
The EVs are Specific, 192 Spe EVs with a Naive Nature is for outspeeding Max Spe Adamant / Impish Zygarde.
148 SpA is for Achieving the OHKO on DD Variants and for the 87% chance of OHKO'ing Defensive Zygarde. The remaining 136 EVs is Dumped into HP since Bolt Strike is still powerful even when uninvested, and to give Zekrom some bulk.

Long answer short: No.

Going into details: Zekrom is...not the best in Nat Dex AG. It's just not his one set you've mentioned, any of Zekrom's set face stiff competition for any role it tries to fulfill. Dragon Dance? Why not Mega-Rayquaza or Ultra-Necrozma that just don't get easily destroyed by GroundCeus/Primal-Groudon?

A Defogger's role is for threatening common hazard setters, not opposition's Defoggers. When we get to common Stealth Rock setters, it's notably Necrozma-Dusk Mane, Primal Groudon, GroundCeus, etc.
Among these, no one really minds a hit from Zekrom thanks to their good bulk—NDM just shrugs off unboosted Bolt Strike, SpD PDon can tank bunch of Draco Meteors and GroundCeus just has Recover.

  • 0 Atk Zekrom Bolt Strike vs. 252 HP / 252+ Def Necrozma-Dusk-Mane: 121-144 (30.4 - 36.1%) -- 50% chance to 3HKO
  • 180 SpA Teravolt Zekrom Draco Meteor vs. 252 HP / 220+ SpD Groudon-Primal: 151-178 (37.3 - 44%) -- guaranteed 3HKO
  • 180 SpA Teravolt Zekrom Draco Meteor vs. 252 HP / 0 SpD Arceus-Ground: 163-193 (36.7 - 43.4%) -- guaranteed 3HKO

If that's what you meant by threatening, then I'm most sorry to say, but this is like damage they can easily shrug off. All of them carry super effective moves in ground STAB / coverage, so setting up Stealth Rock isn't a huge issue. It just becomes a set-up bait for SD / CM / DD sets of PDon / GroundCeus / NDM, so I'd suggest you you're better off using Arceus-formes or Ho-Oh / Yveltal which are more agile and having utility in general.
