Complete or Perfect Dex to get Shiny Charm in Arceus?

I’ve never had a Shiny Charm before, I had never even heard of the item before playing PLA
So for Arceus specifically, do you have to complete the Dex or totally perfect every entry?

You need to reach research level 10 on all Pokémon aside for Shaymin, Darkrai and Manaphy.
