How to place water spots in Pokopia?

Question

I completed the Vermillion City main quest. I read something a while ago saying I got it there, but I still can’t place water. How can I unlock the ability to place water?

apparently wooper will teach you the ability water gun. i cant find any 'trustworthy' sites saying this though.

Answer 1

1. Once you have completed your Pokémon Center tasks, Piplup will give you a task that has you place waterfalls in specific places.
2. To begin the quest, interact with Piplup. He will lead you to a new place and tell you that Wooper can help you.
3. You now need to build a Marshy Tall Grass habitat for Wooper. Once you have found a good location, use your Leafage ability to make four blocks of Marshy Tall Grass.
4. Now wait. Leave the habitat untouched and check back after a bit to see if Wooper is there.
5. Interact with Wooper. He will ask for three tomatoes. These tomatoes can be found & collected by using your Cut ability on the plants.
6. Give him the tomatoes. He will teach you the Water Gun ability, allowing you to suck water from existing bodies of water and pour it anywhere.
