Waterfall or Surf?

Question

I have a Swampert and I cannot decide, so: What is stronger?
Waterfall (power 80) with attack 254,
or
Surf (power 95) with special attack 197 ?

Don't comment the stats, because he's not level 100 yet, but I think that both attacks will grow at a same rate (+-).

Waterfall as the difference in attack and special attack is great enough that Waterfall will do more damage. It can also make the foe flinch.

His attack stat is higher than his special attack, so if his Evs are invested in it, I would go with waterfall.
