Only if the Charmander is male. Because egg moves come from the Male pokemon if the Male knows an Egg move or Tm that the pokemon you are breeding for can learn as an egg move or TM it will inherit it. NOTE: this does not work for Move tutor moves or if the parent with the egg moves/tm is female.
