Once the EVs are maxed out, is it about the Exp.?

If I maxed out EVs at say, level 20, is it all about getting exp quickly after that?

Yes, If you maxed out your evs in the stats you want them in, yes all you need to do is level up to 100 and your pokemon is fully competition ready.
