Would it be faster to keep my scraggy non evolved till like lvl 90 sumthin or does it level up just as fast as Scrafty?

No, there is no difference. They each have the same growth rate, and reach lv 100 at 1,000,000 xp points. If you are trying to gain moves as quick as possible, then keep Scraggy until you have the moves you want. If you have everything you want, then evolve him.

To me, it really depends what Scraggy is for.
Moveset wise, I would level it up to lv.53.
