where do you find the National Dex in pokemon Black/White?
After you beat the main storyline(beat the E-4 and Ghetsis) then you go see Prof. Juniper's Grandfather(Cedric) and he will give it to you.
After completing the game return to profesor juniper's lab and she will upgrade it. :D
