I battled him a couple times before but I cant find him on Mt. Silver anymore.
You just need to beat the Elite Four again and he should be where he originally was the first time.
Red will not show up again, though, until after you have defeated the Elite Four. He doesn't get any more powerful, however, but that is the only way he will reappear after each fight you have with him.
