Can Arceus actually learn Roar of Time/Spatial Rend/Shadow Force?

I got an Arceus through pokemon dream world a little while ago. I have heard it can learn Roar of time/Spatial Rend/Shadow Force. How can I teach it these moves? Please respond.

Was an event, now gone. So you can't anymore.
