how rare can we catch a milotic at pokemon black?

Question

i look at my pokedex and it say that i can meet a milotic by fishing. but i have 2 problem. first we fish in normal surface or whirling surface? second how many % it appear each time?

If you fish with the super rod on route one on a Bubbling spot there is a 25% chance of it being a Milotic. Source: http://pokemondb.net/location/unova-route-1
