Does Sacred Ash revive the opponents fainted Pokemon?

No, Sacred Ash only revives your Pokemon.

Gen II
> The Sacred Ash heals and restores all Pokémon in the party, as long as one Pokémon has fainted.

So, how does it work?  Do you use it during battle on one of the fainted Pokemon?  Or does it work automatically if all of your Pokemon faint and one is holding it?  Would appreciate help with this question...
