Where are all the Clefairy?

Okay so I need Clefairy for my pokedex and every time I go to Mt. Moon I can't find one to catch! Does anyone know where they are?

You probably cant find one because it is really rare with a 5% chance in Mt. Moon.
It's also found in the Safari Zone at the Flower Bed Area at Night.

Is there some grass I'm missing or something because all I see is cave dirt.

They are at Mt.Moon, they're just very rare. You have a 5% chance of finding one.
