How does Espeon get Growth?

Question

I was on Smogon looking for a good move set for my Espeon on Silver, and it said that it could learn growth. But then I look at how to get it on the gen II move set on the Espeon page here but it there is no growth under any of the sections, so is something missing, or is it just me?

It was an event move.
