How does Espeon get Growth?

Question

Im was on smogon looking for a good move set for my Espeon on Silver & it said that it could learn growth but then i look at how to get it on the gen II move set on the Espeon page here but it there is no growth under any of the sections so is something missing, or is it just me?

>Growth on Eevee is a NYPC move, which means it's probably tournament legal, but realistically nobody has it.

It was an event move.
