Where in Slopoke Well can I find Rain Dance?

See that Poke Ball? That is Rain Dance. To get to the second floor, you need to use Strength to push the boulder on the first floor out of the way. Then Surf to the ladder and go down. Surf to the area with the Poke Ball, and there you go, Rain Dance!
