do the elite 4 and iris gain level after you beat them for the first time

They get into the 70s, even Iris. Their main Pokémon are usually Level 74, while Iris's Haxorus is Level 78. In Challenge Mode for Black 2, the Elite Four range into the late 70s, while Iris's team is all Level 81, except for Haxorus which is Level 83.
