I need a fast pokemon that can cover many types.

Starmie is great. 115 Speed. 100 S.Attack. Large move pool including: Scald, Surf, Hydro-pump, Ice-beam, Thunderbolt, Psychic, Psyshock, Grass knot, and Signal-beam. All great offensive moves that cover lots of types.
