Bring an Event Arceus or Hall of Origin Arceus to the Ruins of Alph. Later, you'll be transferred to the Sinjoh Ruins. Cynthia will be there to guide you. After Arceus performs a ritual of some sort, you will be able to choose either a Dialga, Palkia, or Giratina at Level 1. Pick Dialga to get it.
