Does Sucker Punch work on either turn of an enemy Pokemon using Fly, Dig, Dive, or Bounce?

No. Sucker Punch will fail both times. The first turn, they technically aren't attacking. The second turn, you will fail as the opponent will be slower than you, priority wise.

No, actually, the first move succeed. I just tried after read you answer, but it works. Actually, thank god I tried, because it was a salamence 2x ATK 1.5x Spe in front of me, with just 20% of HP.
