Hell no, med here isnt stellar, and unless you're a citizen in the country and rank in the top 200 in the district in the finals u can't enter a local uni... Local uni is free in Sri Lanka so only the best in the district are allowed to enter...
UK is probably good albeit slightly expensive maybe...

It's an iPad app called SketchClub. It's what I use for all of my art. I use my finger, not a stylus. I'm glad you think that it's good! :D
