Ok let's start with Tyranitar.

I would replace superpower with Stone edge for STAB. Tyranitar also has a really terrible base speed. So maybe an EV spread of 252 Atk, 252 Def, 4 HP.
This gives you some good Defense and bulk + a heavy hitter

I have seen this moveset in action. It leaves you completely vulnerable to flying types. But I would leave it and switch. It's an excellent stall set.
You forgot EV's so my suggestion for those is 252 Atk, 252 Spe, 4 Hp, Nature Jolly. This allows you to outspeed several opponents and deal some really good damage with earthquake.
Also most people expect Gliscor to run a defensive set. But if you can outspeed opponents then you won't need to with substitute/protect.

This way you get the boost from Black Belt, Iron Fist And his boosted Attack.
I'm going to give you my set for Gengar. I really like it and it serves me really well.

Pain Split
Thunderbolt
Focus Blast
So the only difference in the moveset is Pain split. I like it more than Giga Drain because it has less type resistances. And you've already got good coverage from Focus Blast and thunderbolt.
With the EV's in speed he can outspeed most threats. WARNING: Gengar can't take hits very well. So if you know the pokemon he is facing outspeeds him and poses a threat then switch him out.
I haven't done much fighting with Lucario, but this Choice set looks good.
This is also a good set for Heatran.
