I'm ba-ack! And now that EVs don't trouble me anymore, I've started playing Smogon Doubles freely. This team is my primary doubles team (complete with a captaincy system) so what's the verdict?

Hi and welcome to Smogon Doubles!
When I look at your team it has Synergy troubles. Also besides that you have all 252/252 spreads. Lets fix that. Also I'm making this to a full Sand team.

This EVspread (and Rotom-W) is from [Ray Rizzo's Worlds team 2012][1] Rock Slide and Crunch as STAB moves. Crunch hits Cresselia really hard while Rock Slide takes care of Thundurus and other Flying types. Low Kick to hit other TTar and Tran for SE damage and Protect to scout stuff. 36 Def allows him to always live a Steel Gem Bullet Punch from 252 Adamant Scizor. Rest put in bulk. If you decide to go Fire Punch > Crunch keep those 124 Atk EVs since it OHKO's 252/0 Scizor (lacking Occa Berry)

252+ Atk Steel Gem Technician Scizor Bullet Punch vs. 252 HP / 36 Def Tyranitar: 152-180 (73.42 - 86.95%) -- guaranteed 2HKO

Hydro Pump for Grounds that threaten TTar and your Excadrill ( your new Steel type)
T-Bolt if the rain isn't up and HP Grass For that annoying Gastrodon redirecting your Hydro Pumps. Thunder for Rain obvious. You can also try using a Gem or go for Hidden Power Fire instead of Grass since Gastrodon will fall to a Fighting Gem Close Combat or a really hard attack from Excadrill

12+ SpA Choice Specs Rotom-W Hidden Power Fire vs. 252 HP / 4 SpD Scizor: 220-260 (124.29 - 146.89%) -- guaranteed OHKO

Since Fighting types wreck TTar and Excadrill and there no Fighting attacks exist that target both your pokemon Follow Me Togekiss was a nobrainer to add in your team

Thunder Wave gains Speed Control, Air Slash as STAB and a 60% flinchrate is always nice. Follow Me to redirect attacks. Last slot is either a healing move or Tailwind to let Excadrill outspeed Swift Swim Kingdra in Rain or Hydreigon to outspeed Lati@s when Tailwind is up.

Moves are pretty straight forward. SlideQuake combo. X-Scissor for those Psychics and Dark types. Last move is filler depending on your item.

To maintain the balance in your team I choose for a special Dragontype. So I went with Hydreigon.

This set allows you to hit every pokemon in the game for at least neutral damage. Flamethrower for Scizor. Draco Meteor + Dragon Gem has the same power as Choice Specs Meteor

252 HP / 16 Atk / 156 Def / 84 SDef
Careful Nature
- Close Combat/Mach Punch
- Fake Out
- Wide Guard
- Sucker Punch

Intimidate support and Wide Guard Protecting. Since things like Heat Wave and Surf, Earthquake really hurt your team I choose for this little man. Fake Out for Flinching, Sucker Punch for Cress and Lati@s. Last move is either Close Combat to do a decent chunk to Gastro or Mach Punch as priority.

It looks a like a lot that I changed. I kept your typings, I only changed the pokemon or spread:
Rotom - W > Starmie
Hitmontop > Gengar (This is an exception :P)
Excadrill > Magnezone
Hydreigon > Haxorus
Togekiss > Staraptor
Tyranitar = Tyranitar
