I'm pretty sure there are more viable Pokemon than Haxorus or Absol. Also, it's kind of pointless to have two attacks of the same type on a Pokemon. Many dragon Pokemon can learn steel or ground attacks which provide good coverage. Scolipede makes a better baton passer.
