Special attacking Celesteela is weird. You're better off investing into special defense or defense. If you want to hurt thing aside from stalling them out, you could use Heavy Slam since Celesteela is the heaviest Pokemon in the game.
Counter is weird on Chansey as well. I guess it could work?
