Anyway, you ever tried a Togedamaru gimmick set in 1v1? I have reached 1600+ with it.

Personally I think the question is fine. "Viable" isn't a perfect metric, but it's better than nothing. You can just say it's viable if it's on a VR thread, if absolutely necessary.
I think a bigger problem is the question's scope -- you will probably not get a comprehensive answer asking about every single battle format (especially if this is cross-generation).
