Re Virizion: Who made the team? If it was you, then you're better placed to say what it's based around than I am. I'm not very familiar with UU, but if you made the team to wear down out Virizion's defensive counters and take out the Pokemon that can revenge kill it, then yeah you can say it's built around Virizion.
Re low ladder: Different people will probably give you different answers (and it depends heavily on how active the ladder is); but yes, in most cases people would say 1200 Elo is in the lower ladder. I guess you can read into that less if you're DCing from matches, though. For OU (which is a very active ladder), I'd say you're out of the lower ladder once you hit around 1500 Elo.
