Tentacruel has a nice type that most normal types can't work against, and your deck is looking good so far.
This is a very difficult choice. Tentacruel specializes in Sp. It attacks and costs nothing, so the special move helps, i.e. Surf.
I didn't see much gain in faster cycles, only about 20 weak power.
You can literally live without dead ice, the waves can already hit the ground. But you can use his freeze to help with Hex or Venomshock.

Venomshock is better than Hex in some ways, especially if you occasionally use Venom in your deck or Ice Beam Freeze. So, Hex mainly fights Venmashock.
Also, if you use black clay on a relic bell / shell, you may not need the water ring and welcome the poison spray, as the ice beam gives the opponent a chance to use lightning.
You're right, all these techniques work on their own to make Tentacruel stronger, but I think the last set should be:
Maritime - Ask STAB, HM.
Ice Beam is an ice ability for Venomshock and Fair Power.
Hex - Ice Thieves Freezing Tip Rocks!!!
That leaves the final gap - room for two teams. It is not sword dancing because there is no body movement involved.

I don't know if Home has made NDAG any more playable, but if it's still just Tera Shedinja and lolcats then I don't think anybody is interested in talking about that format. I'll say no under that pretense.
