Some reasons:
1. New users often turn off their wall, so I need another way to explain what's happening.
2. If I can help it, I prefer not to clutter threads with comments explaining moderation decisions.
3. I think people are more likely to see the message if I put it there. I also think it's less confronting this way, which is important to me.
