I did think about Vensaur and I thought just to bring a fire type, but I did forget about toxicroak. I guess type wise Scizor would be the best Pokemon for both. Although, protean Greninja could be going places, I don’t think it would be sustainable to make a team of only protean Greninja. Speaking of that, I assume you are going for a sort of team rocket approach to world domination, and that means you should take over a gym soon, and then your team can debate whether if they each get their own team of 6 Pokemon, they share a team of six Pokemon, or if you are sort of getting a bunch of frogs and sending out them into a world with instructions, unlike a Pokemon battle.
