The rule just says you need to be willing to make changes. You can post the Umbreon, but if someone else posts a good explanation of why Umbreon won't work at all on your team, you can't just tell them you're ignoring their advice and keeping the Umbreon.

Hmm not sure. I don't know much about OU so I'm not sure if Umbreon has some sort of niche. Also, did you build the team around Umbreon or did you just slap it on the team? If you do end up posting the team you should explain why you chose Umbreon and justify your choice.
