I'll answer for Fizz here,
It's up to the community and general staff, really. Basically, to be promoted, not only the staff have to agree on it, but the community has to like and trust you in general, too. So there really isn't such thing as a "chance" to become expert, everyone kinda has to agree on it. And since you're still a new user, it's kind of unlikely for you to be hand-picked since you haven't built solid trust with the staff yet. So in time, it's possible, but right now it's unlikely. If you want to get expert, aim for a good relationship with everyone here and continue to be an active user in the community.
