I did my best to explain what you mentioned in the message, but I'll try to simplify it further:
- Your account isn't banned, but the network you're using to connect to it is. The reason is somebody else used that network, did bad things and got it blocked. Based upon the below, I assume the story goes that ETN is your brother?
- An IP is the number that is used to identify your network. Basically, it's how the internet knows where to return your requests for data, e.g. webpages. By blocking his IP, we can block the network ETN was using. This prevents him from bypassing his account-based ban with a new account.
Let me know if there's anything else that is unclear.

Believe me when I say we know his situation inside and out. To make a long story short, we banned him several months ago for similar reasons: but because Showdown has no real perma-ban utility, it’s possible for him to return intermittently and continue being awful. We’re dealing with this as best we can — I’ll be pushing it further with Smogon once we’ve banked enough rubbish from his accounts. Re-doing some auth will probably make sense along the way as well.
Alt accounts are fine on Showdown, so long as you’re using them respectfully e.g. don’t impostor people, don’t deceive people, don’t attack people... basic stuff.
