It is worth noting that the entire answer is not invalid simply because the link at the bottom was broken, if that was your concern -- it wasn't even cited as a 'source' really. The answer does hold up today — it’s just the Pokémon in the examples have shifted a bit around since Gen 5.
Is there something in particular you’re having trouble understanding? Asking a more specific question is more likely to get to the bottom of it than looking for a general outline.

PU - All NU pokemon and up are banned
PUBL - All pokemon that are PU by usage but too overpowered for PU and got banned. (BL means BanList)
NU - All pokemon RU and up are banned
NUBL - All pokemon that are NU by usage but too overpowered for NU and got banned
RU - All pokemon UU and up are banned
RUBL - All pokemon RU by usage but too overpowered for RU and got banned
UU - All pokemon OU and up are banned
UUBL - All pokemon UU by usage but too overpowered for UU and got banned
OU - All pokemon Ubers and up are banned
Ubers - Everything but Mega Rayquaza, Baton Pass, Evasion moves, etc. is allowed

Pokémon are put into tiers based on how often people use them. For example, if people used Magikarp a lot, even though he sucks, he could be AG.

AG(Anything goes)- Mega-Rayquaza isn't banned
Ubers(Most Legendary Pokémon are in there)- Mega-Rayquaza is banned
OU(Over Used)- every Uber Pokémon is banned
RU(Rarely Used)- every OU Pokémon is banned
UU(Under Used)- every RU Pokémon is banned
NU(Never Used)- every UU Pokémon is banned
PU- every UU Pokémon and Incineroar is banned
NFEs not in a higher tier- fully evolved/Pokémon who don't evolve are banned
LC Uber- NFEs Pokémon are banned
LC- LC Uber Pokémon are banned

Let me criticize favorites (no hard feelings, I am bored) Z-Splash is a decent Z-move; Giga Impact is terrible; although 10,000,000 Volt Thunderbolt has a high crit chance and base power, it is usable only by a pokemon that has a 50 SpA base Stat, and can only have a neutral nature, so in sort, is the ABSOLUTE WORST Z-MOVE (and its animation is so anticlimactic and weak); Your not the first one that has "Kecleon as all favorite type Pokemon" cliche, if you want to do it, at least make it funny, like sumwun; if Kecleon is actually a favorite of yours, It sucks without it's HA (Protean); Memento and Healing Wish are actually good moves; even though Silvally looks cool, it is outclassed (stats wise) by Type: Null holding a eviolite, however, I believe both are cool and both are good in the TCG, so I'll let it go if you put Type: Null as a Normal favorite; Rayquaza is so typical :P
