They give you the national dex at the begining, along with the normal pokedex. Also, national dex mons are in the game. You don't have to beat the E4.

I'm doing a national dex run AND professor oaks challenge combined. A professor oaks challange is to obtain all available Pokemon before the next gym. I could do a normal Pokèdex run, but I don't want to. Plus I'd still have to get the tyranitar and dragonite before the first gym.
