It's not quite two years of junior year, no. Japan's school year is laid out differently from America. I'll lay it out for ya, because I agree, the chronology of the game confused me at first, as well! (Note that the dates in Persona aren't EXACTLY this because every school operates individually in Japan):

So in Japan, their school years start on April 5th. Much differently from school in North America, Japanese get summer vacation at roughly the same time as us, though this means they get their longest vacation only a month into their year. Summer lasts from July 21st to August 28th. Coming back from summer is the end of the first quarter (Think of it as four half-semesters in the school system). This is likely where you thought the school year ended, but in fact, it's basically only beginning.

On October 11th, the second quarter ends and is thus the start of second semester - this is when students going to uniform schools like in the game will start to wear winter uniforms instead of summer attire! Winter Vacation lasts from December 22nd to January 7th, and that throws students headlong into the final quarter and final exams!

Final exams are likely held in the first week of March (4th or 5th-ish, probably?), and March 19th is graduation from your grade, provided you passed your exams. This is the fun part: the school year loops from there to the next year on April 5th once again. Students get about two weeks off between years. I could NEVER do that. :P

Hopefully this might've cleared up any confusion! I got confused to see all the same teachers and material in the game after summer, because I assumed the protagonist arriving in Gekkoukan in April meant he was in the last few months of the school year. He arrived to begin junior year, though.

There's a line explicit said near the beginning of the game - I believe Akihiko says it...? Anyway, the line is "Don't worry, it's not a real gun. Consider it a good-luck charm." So the evokers are definitely their own technology since they also come in forms other than guns, as confirmed by Aigis and Koromaru.

Why wouldn't I want to talk to you? I've been away from the site for a year and a half now - I'm pretty much a noob all over again, myself. :P

So while there's no logical explanation as to Why the evokers do what they do, the idea is that the trigger of the gun is what allows Persona-users to summon their Persona for battle. As indicated by Persona 4, the Evokers are more so used as "training wheels" for summoning Personas. When one becomes skilled enough as a user, one can summon a Persona without the evokers.
