There's likely an easier method, but Serebii contains the Trainer Location data for seemingly all the trainer battles in Gens 4-8 by what Pokemon the trainer has. I checked all the Pokemon that learn Surf in Platinum to figure out all the trainers that have Pokemon with Surf, and just listed them and their locations off.
