Why is there fake Pokemon on Showdown??

On teambuilder, if you scroll all the way down, you will see many fake Pokemon. Is this some kind of glitch.

Those are Pokemon from Smogon's CAP Project, a project dedicated to creating new Pokemon t hat help to improve the OU metagame.
